Introduction Environmental Problem Kyoto was created in 1997 during the Third Conference of the Parties of the UNFCCC with the objective to globally reduce GHG emissions and ultimately address climate change (United Nations, 1997). This international agreement is based on the premise that global warming is mostly due to GHG emissions and those emissions are undeniably anthropogenic (United Nations, 1997). International Cooperation Because the atmosphere is a public good, individual countries have an incentive of free riding when it comes to GHG emissions (Iwata Okada, 2014). International cooperation is fundamental to address global warming, as the consequences of GHG production cannot be isolated for a specific territory (Iwata Okada, 2014). Indeed, national emissions impact the world at large and result in environmental externalities. For that reason, climate change must be addressed on a global scale. Moreover, individual efforts to address climate change cannot be of satisfactory level; synchronized and intensive actions must be set forth in an attempt to effectively stop global warming. Specific Goals The Kyoto protocol has for mission to stabilize the atmosphere’s GHG concentration to a level that would prevent dangerous climate change (Bhuiyan Mojumdar, 2011). To do so, the agreement targets a 5% GHG emissions reduction in comparison to the 1990 baseline to be achieved by 2012 (United Nations, 1997).
